About the Position:

The Project Manager is a key leadership position within ACS and the Engineering team. This position manages critical projects and programs for enterprise customer accounts and major Engineering initiatives to meet the Company's service delivery, revenue, and expense objectives.

 

The successful candidate will proactively manage major projects and enterprise customer orders through the Engineering life cycle, including identifying project objectives, scope, and resources; leading development of a detailed project plan with stakeholders; developing a budget and financial objectives for the project and then assisting line managers in hitting those objectives, providing regular status reports to stakeholders and senior management; anticipating and avoiding problems; and otherwise managing projects to successful, within budget completion.

 

Specific duties include:

·         Vendor and Contractor Management: Manages or assists in managing vendors and contractors' associated with programs and projects, to include monitoring and evaluating actual performance relative to agreed levels.

 

·         Communications: Oversees internal and external communications associated with assigned projects and programs to ensure communications are accurate, deployed timely, and employ tone and content that support the Company's objectives.

 

·         Risk Management:  Maintains an up-to-date understanding of ACS deliverables in service agreements and contracts for assigned projects and programs. Takes action or notifies management as needed.

 

·         Resource Coordination: Coordinates with operations, engineering, and other appropriate resources to ensure timely delivery of goods and services to customers pursuant to applicable agreements. Proactively plans and oversees execution of required actions, and responds to problems should they arise.

 

·         Issue Resolution: Serves as the top escalation point  below executive management to resolve issues associated with assigned projects and programs that were not resolved through normal channels.  Takes action that meets the Company's service, revenue, and expense objectives, or prepares and delivers a recommendation to executive management.

 

·         LABOR MANAGEMENT DEVELOPMENT:

Prepares scheduled and ad hoc reports.  Documents processes and procedures.  Maintains files on customers, projects, and programs that are readily assessable to executive management.

 

·         CORPORATE COMPLIANCE:

Maintains familiarity with and adheres to the Company's Corporate Compliance Program, policies, and procedures.  Reports observed violations, to include breaches of security and confidentiality.

 

EDUCATION:

Minimum

Equivalent education, experience, and training may be substituted for the degree requirement.

Bachelors degree in telecommunications, business management, economics, or another field relevant to this position.

 

EXPERIENCE:

Minimum

Five years of relevant experience, to include at least two involving project management and at least one in telecommunications.

I.             BASIC FUNCTIONS:

 

The employee occupying the position of this class is responsible for providing project management support for the Borough Manager and/or the Assistant Borough Manager, and for completing specific projects, as assigned.

 

II.            DISTINGUISHING CHARACTERISTICS:

 

The Project Management Intern to the Borough Manager will assist the Borough Manager and/or the Assistant Borough Manager in various aspects of municipal project management and may be involved in such activities as setting up project information in Microsoft Project software, tracking and managing these projects, including conducting research, preparing reports, and interacting with department heads on a regular basis.  Assignments are project-oriented and are performed with independence after project requirements are identified.

 

                Supervision Received:

Supervision is received from the Borough Manager and/or the Assistant Borough Manager who assigns projects with instructions and target dates for completion and reviews work prior to release.

 

                Supervision Exercised:

Supervision is not a normal responsibility of this class.

 

                Working Conditions/Work Environment:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position.  Work is performed primarily in an office setting, although some travel throughout the Borough is required to attend meetings and collect information in the field.  Most of the travel required can be accomplished by conventional motor vehicle, but some remote sites may require travel as a passenger in a light aircraft or by boat.  Travel and field work may involve exposure to a variety of adverse weather conditions and hazards, including wildlife on the road.

 

The noise level in the office will normally be quiet to moderately noisy due to office equipment, telephones, and other employees or members of the public with business in the office.

 

III.          REPRESENTATIVE EXAMPLES OF WORK:

 

Project management work using Microsoft Project to organize, plan, track, and support borough staff involved in all current projects located at, or related to, Port MacKenzie and/or the Port MacKenzie area.

 

Completes special projects which require research, evaluation of material, and preparation of recommendations.

 

Assists in the development of project time frames, prepares reports and briefing papers, and conducts independent research.

 

Performs related work as required.

 

IV.          KNOWLEDGE, ABILITIES, AND SKILLS:

 

Considerable knowledge of Microsoft Project software and the ability to use the software to set up and track projects.

 

Knowledge of research techniques.

 

Ability to understand State statutes and Borough codes related to local government.

 

Ability to gather and analyze data, develop reports and recommendations, and present information, orally and in writing.

 

Ability to express ideas clearly and concisely, both orally and in writing.

 

Ability to think conceptually, make observations, evaluate trends and data, and draw logical conclusions.

 

Ability to deal with the public tactfully and courteously.

 

Ability to establish and maintain effective working relationships with public agencies, decision makers, developers, citizen groups, and the public.

 

Ability to work independently on assigned projects.

 

V.            GENERAL RECRUITING QUALIFICATIONS:

 

Minimum:  Current enrollment in an undergraduate or graduate degree program in project management, engineering, planning, business administration, public administration, or related course work.  A working knowledge of Microsoft Project software, or an equivalent software program, is required.

 

VI.          ADDITIONAL INFORMATION:

 

                Tools and Equipment Used:

Office equipment such as computers and computer software packages, telephones, facsimile machines, photocopiers, plotters, and printers; still and video cameras, calculators, etc.; and motor vehicles.

 

                Physical Demands:
